Well, around 30 years ago, they appointed Antonin Scalia to the SCOTUS. That did more to stop the encroachment of government into our lives than anything. His opinions single-handedly stopped the expansion of the commerce clause for the first time in 60 years.

If the socialist democrats propose a bill to create an entirely new federal department, lets say the Federal Department of Redistribution, and the republicans defeat the bill, has the government gotten any smaller?
Why, yes. Yes it has. Does this show up as something the republicans have done to significantly reduce the size of the federal government? No, no it doesn't. Now, how many times has something like this happened in the last 20 years? I'll tell you one time it didn't, Obamacare. How do you like that albatross around your democrat neck?

The existing government has not become smaller in that scenario.

Republicans make the pie bigger . Or I should say, Conservative economic policies do. Cut tax rates, increase tax receipts, grow the GDP, create wealth, align Government spending with a more efficient ratio relative to the GDP, that sort of thing .

Pretty much this. I will add in, they are pretty decent watchdogs of spending when a Dem is in the white house (think Clinton & Obama). The same cannot be said for the Dems when a Republican is in the white house.
Also Rep spending tends to be on the military; which is easier to control than entitlement spending.

The democrats successfully monopolized the federal government over the decades to the point that it is so big that it hurts us and to the point that it is so big it hurts not to have it play a majority of roles. Catch 22

Right, so even though the republicans did their job to reduce the size and scope of government, they were actually only able to beat back the expansion in the size and scope of the federal government advocated by the socialist democrats.
That doesn't change the fact that the effect is a government smaller in size and scope. It's a feeble attempt at driving a wedge between republicans and the people who demand smaller government, but really only the ignorant buy in.

You're wasting your time. These same people will justify a trillion + dollar infrastructure spend and a multi-billion dollar boarder wall and dumping more money into a bloated military budget.
Trump is two steps forward and one step back. But, that's still better than Obama or Bush who were one step forward and four steps back. If I could get Trump to dump the three boondoggles above, he'd go down as the greatest president in my lifetime.

They haven't repealed Roe vs. Wade yet, so technically they've helped keep government assistance programs on a slower growth projection, thus reducing the size of government?
