What happens if a DACA bill is not passed?

I have not kept up with all the minutia of this issue, but I know Trump rescinded Obama's EO that created the program, right.

But it leaves the question... Why does Congress even have to act now on non existent EO? What happens is no deal can be passed

Then this seems like a trivial matter doesn't it? I find it extremely far fetched that the majority of the senate will pass a bill, more or less the house which has an even more decided conservative advantage.

Don't these R's know that if they go along with a bad deal they won't be re-elected? This is probably item numero Uno on most right wing voters agenda and went a long way to getting Geotus elected....

In reality, isn't this all a charade?

9th circuit halted the EO, but they will quickly be overruled.
