What geographic area makes one a minority?

It seems that the stats are all based on the entire country, which is meaningless.
We hear that it's all about power and control and authority.
However, many cities have a majority of what would be a minority on the national level.
I am white, but I live in a majority black city, with a black mayor, black police chief, black DA, black school board chairman and majority black city council.
It seems I am the minority, and it also seems silly for any black resident of this town to presume to be any type of downtrodden minority.
We hear that it's all about power and control and authority.

People have been led to believe that the federal government has more impact on our daily lives than our local and state governments. That's false and the opposite is true.

I would say the local level. A white person in Jackson, or Memphis, is in the minority, regardless of how many white people there are in Minnesota and North Dakota.
National numbers are meaningless. Most power is exerted at the local level.
