When you decide who won or lost a negotiation you measure how much each party would have gotten previously and otherwise.
This shut down forced McConnell to very publicly promise a vote on DACA when he had previously stonewalled the effort. If this turns out to be a bad deal for Schumer it's only because McConnell is not a man of his word.
Schumer definitely won.

Schumer and his unindicted co-conspirators closed down the government because they wanted a commitment to amend the DACA law to give amnesty to the DACA illegal aliens. A vote was always on the horizon. A vote the Dems know they will lose. The Dems got nothing from agreeing to reopen the Federal government that wasn't already going to happen anyway.
