The problem with this theory is that Trump has been beating Putin's arse militarily (over 200 dead Russians by Trump in Syria and javelin missiles to Ukraine) and economically (by implementing policy to keep natural gas prices low which kills Putin).
The CIA could care less if you are tough or not against the Russians. The Russians are just a convenient foil to bash any candidate they don't like that has a potential of hurting money flow of foreign aid that they skim off the top.
