Yes. He created enemies during the campaign and failed at mending the bridge prior to having the repeal bill on the floor. He should have negotiated better behind closed doors to secure the vote before it went to the floor.

No, but that's not the discussion.

Nobody is saying Congress doesn't press yay/nay, ultimately. It's making the sausage beforehand that's being discussed, from writing the bills to editing them, to negotiating for support. The Executive is involved the whole way.

The vote you're referencing is largely symbolic.

Seven Republicans have now voted to remove Kevin McCarthy as speaker.
Assuming all Democrats vote for his ouster, McCarthy is on track to become the first House speaker in American history ejected from the job.
