Could the President do the things asked of him by Bayou Blitz without Congress doing their part first?

Could Obama Care be repealed by an EO for example?

Are you saying that it was Trump's fault that the repeal of Obamacare Failed? The great leadership of the GOP NEVER had a plan to replace and looked totally inept when the time came. That is not Trump's fault. That falls squarely at the feet of those in Congress.

I was. The President and his admin will be involved in any major piece of legislation (and most minor ones).

The inability of a President to pass his/her legislation is a failure of that President.
