This is just a band aid to buy more time.
The industry is dying and there is nothing anyone can do about it, unless they can make it much much cheaper.

More to keep existing coal fired generation on line. Not only do they produce electricity. These plants also produce fly ash which is used in concrete, synthetic gypsum, which is used to build wall board and also Ceno spheres which are used in makeup. Class C fly Ash from western coal is a direct substitute for cement. It is roughly equivalent to Portland cement
We need a mix of all of the above sources of energy. To destroy one source through environmental regulation is shortsighted there are cost environmentally to every form of generation, even wind. The mining of rare, earths, lithium, etc., is extremely dirty.

It’s a pretty complicated issue specifically with coal because of the ash. But also transport costs for a heavy fuel don’t help. Coal plants have the second highest O&M $/MWh behind nuclear.
Last time I checked I think the break even cost to produce electricity by source was: (going from memory here but should be directionally correct) in $/kWh
Natural gas: .08
Coal: .12
Gas Peaker: .22
PV Solar: .06
Wind: .06
Solar Thermal: .19
Nuclear: .18
Geothermal: .08

He’s right. The projects and programs that were killed were a bad idea along with all the tax code frickery in OBBB. It’s bad energy policy that’s getting exacerbated by surging demand.
I don’t personally have that big of a problem with it because I make shite tons of money off all this. But it’s bad for Americans.

I’m in the natural gas biz, so I would prefer nat gas since some natural/man made disaster can always occur to cause a nuclear incident like most recently in Japan after the tsunami
We also have a shite ton of clean burning natural gas right here in the USA

As I mentioned much of the coal combustion byproducts are used. Nearly every coal fired plant in the east is on a river and coal is delivered by barge. They all have rail access too.
Ash is dry handled and placed in a lined landfill with a leachate collection system.
Costs will determine new construction. The most efficient will win. What Trump is doing is leveling the playing field. American coal provides American jobs. Most solar panels are made in Asia.
Coal’s biggest advantage is reliability. It can generate power day and night. With multiple generators outages are overcome and are often planned as preventive maintenance.
There is a cost to the public when green energy goes off line.
