The problem is this: who's word is he going to go with here on whether or not someone is violent or committed a more serious offense? If he just goes with the DOJ docs, these people will not get justice.

whether an offense is classified as a violent offense is pretty clear based on the charge. So is a "more serious" offense as they are separated by classes in the criminal code. Most of the people charged were charged with shite like trespassing and vandalism

commute means to make something less serious. With commuting sentences from a governor or president, it generally ends up being letting someone out of prison and terminating the remainder of their sentence or changing a death sentence to life in prison. It is not the same as a pardon which is as if someone was never convicted for the crime in the first place.
