The 9th was given a list from the Trump admin of peoples from the 7 nations tht have either attempted attack or were involved.
The listed is several pages long.

if the 9th rules it's a TRO, the permanent injunction still has to be argued in the district court

The 9th has accepted it. The Admin gave them the list, then the 9th delayed ruling.
