Some of the tariffs are meant to stop the flow of Fentanyl into the U.S. which is killing large numbers of Americans.

This statement doesn't make sense. Here's why...
If the China continues to apply 25% tariffs on some American products then the USA will apply the same tariff amount on the same goods. So essentially there is no tariff because they cancel each other out. No tariffs.

Only if both parties buy the exact same amount of goods from one another.
And, if a US company, that is manufacturing goods overseas, is now hit with a tariff that they would not face if they manufactured the goods in the US, what might happen? Probably look to move their manufacturing to the US.

To be fair, Canada's tariffs are enforced only after certain product quotas have been met, which is done to protect Canadian farmers.
