Sure but when the trump administration says they want Tarriffs to fund the government, doesn’t that mean we need them to produce a lot of money?
Also the Trump administration has said this is how we are going to get manufacturing jobs back to america.
So don’t we need the tariffs?
So how do we use them as a negotiation tool in the trade war when we can’t just lower them?

Other countries have been putting huge tariffs on US goods for years...and Canada is one of the worst. Now the are running their mouths like they are the victims here. They are nearing the FO part of the FAFO equation.

Lowering foreign tariffs on American goods is one component that can help with this.

You can't figure it out b/c Trump has been vague and self-contradictory about it and so the populists who believe anything he says have used every one of those arguments plus at least one more that you didn't mention.
They've only recently solidified into it being about forcing free trade.
2-3 weeks ago they were literally still posting things like "free trade is for pussies."
They don't know why they are for tariffs other than that Trump wants to impose them. Any specific reason will do for them beyond that.

I thought the plan was to bring manufacturing back and to get enough external revenue to fund the government?
How are we going to accomplish that if those governments agree to drop their tariffs on us?

Currently a good example is Argentina. U.S. and Argentina are not yet in a free trade agreement, but both Trump and Milei have signaled intent for a free trade agreement and preliminary steps to a free trade agreement seem underway. I think the agreement hinges mostly on MERCOSUR dynamics.
