Legitimate question from a soon to be parent. I genuinely have no clue what the department of education actually does.
Can someone explain with specifics how this changes things at the local level? Pros and cons.

It was meant to help bring up the states that were weaker in education and provide some minimum standards for those states to meet.
What Carter envisioned is not what it became though. It was hijacked as is the Democratic Party’s way and turned into a way to force educational initiatives on the states.
Carter gets a lot of hate, but a lot of what went wrong wasn’t on him.

Can he ax the Dept. of education after lunch? He has a pretty full morning Ok'ing all of the oil and gas projects, shitcanning the IRS, and stacking a bunch of illegals that resisted, with violence.
