The Democrat talking point here is that BUT FOR Trump's Obstruction of Justice, Mueller would have found clear evidence of Trump's Collusion with Russia to steal with election from HRC!
All of Mass Media and Pop Culture will be amplifying this talking point for the next two years.
My suggestion to the Dems is:
Increase the propaganda offensive WRT Trump Obstruction. Make the point that But For Obstruction, Mueller would have found Collusion. As such, both Obstruction and Collusion are part of the propaganda offensive.
Absolutely go all-out with tens of thousands of illegal aliens breaking into the USA from south of the border. The objective here is to create mass chaos and human suffering so that the propaganda outlets of mass media can blame Trump for being incompetent, ineffective, inhuman and cruel.
If mass media can cover stories about sexual crimes against women in children occurring in the "Trump Concentration Camps" holding immigrants, that would be a powerful story to smear Trump.
So, the propaganda offensive now has some powerful weapons to use against Trump.
If Bob Mueller's testimony before Congress can be crafted to express Mueller support of the notions that Trump Obstructed and thus prevented revelation of Collusion, that would be very powerful. Mueller should be interviewed prior to his testimony in order to examine whether he can be coached to amplify the Dem talking point WRT to Trump Obstruction and Collusion.
Biden will be the Dem candidate for POTUS. He will run on a "Restore the Rule of Law" and "Restore the Good Name of the USA" and "Make American Humane Again" kind of platform.
Dems could beat Trump if they orchestrate the propaganda offensive properly. Dems sure as Hell can't beat Trump on substantive issues -- it will have to be pure propaganda and misinformation.

This. I have been pessimistic about anything ever happening but I’m more confident than I’ve ever been that shite is gonna go down.
It almost has to. Trump’s survival depends on it. It’s one reason I’m thrilled the left isn’t letting up on him. I want them to keep going because it forces Trump’s hand more and more. If he leaves office disgraced in 2020 without this resolved I can almost guarantee the next POTUS tries to lock him up.

Voters will have a chance in about 18 months to do what the GOP isn't willing to do....and 18 months of the Dems hammering the facts that were released in the report ain't a positive for a president who won the whitehouse by a razor thin margin....the question is will the GOP be satisfied with a stacked judicial system and their tax cuts to roll the dice on protecting Trump further. I don't see how they cut and run but they are politicians so doing egregious shite and selling it as a positive is what they do best....who knows. One thing for certain, at one point Fat Donny thought the jig was up:
