Actually this is exactly what happened when this was first proposed. This is actually the third year that the DOE has proposed $0 for Special Olympics. The first time it was proposed was for FY18(President's budget proposed in early 17). In 2017 the Special Olympics used this proposal to fundraise and actually had $23 million more in fundraising from private entities. In other words, they were able raise more than they got from the government in that year.
They also had so much money in 2017 that they were able to add $18.7 million more to their total assets. That means that every cent that the DOE gave them was socked away instead of spent.

That money would have gone towards charter schools.
