Time for the La. legislature to start cutting.

This question goes to the "no taxes ever" contingent:
Where you gonna cut?
Give me realistic answers that take into account the reality that most of the budget is off limits per the constitution.

not sure what is protected by the constitution, but a 10% spending cut to every other department would be a good start

Take the Governor's executive budget proposal and add back in ~$300 million in revenue he didn't count on from the Trump tax cuts.

The reality is, many of the structural changes we need to make to the state budget, won't impact the upcoming budget. It will take some time for the savings to appear.
For example... let's say we close down a half-dozen four year colleges, or at least convert them into 2 years.
Some savings will be felt immediately. But it will likely take several years to wind down the school, sell buildings and assets, etc.
Reforming major state agencies will take time. Unlocking constitutional dedications will take time. Tax reform will take time.
What's unfortunate is that if we started this 2 years ago (when the temp penny was put in) we would be well on our way. We wasted 2 years with nothing to show for it.
Eliminate TOPS completely, close all state non-essential offices on Friday, and cut all general fund subsidies to state entities/activities that self-generate funds.
Then start dealing with the bigger stuff.

The state budget reportedly has gone up 20% in two years, from $25B to $30B. Why not adopt the 2016 budget? It passed constitutional muster then, and would leave us a surplus now.
Inflation from 2016 - 2018 is 5%. Adjust the 2016 budget, with 5% spending increases across the board, and we still would have a large surplus.

My guess is the vast majority of that is federal money, including medicaid expansion money... which is 100 percent funded by the feds and can't be used for another purpose.

You get $300 million from tax cut
the budget was figured on $50 oil. Oil is at $60 so you can add some revenue there
Medicaid co-pay
Nursing home reform
State income tax on state employee pensions
Renew the sales tax
