Strozk's expression frozen in that very moment is one of great contempt and disgust. Even the most well trained in games of the mind are unable to mask all emotion. He seems to be trying to hide his feelings in front of Congress behind a very smug, 'I dindunuffin wrong' mask, as if this was all just absolutely absurd, him even being questioned. But in that moment, which cannot be taken back, his face shows that he quite genuinely felt very threatened and angry about something very serious to him. Context of the conversation during which this picture was taken would be very interesting...
