Should parents ignore the bad behavior of a child? Is that how you get a person to change bad behavior? No. Of course not.
Bad behavior should be addressed. Mocking someone who is acting out could possibly cause them to self-evaluate. You're actually doing a service for them.

You have to start early. If you saw kids doing that in the store, it means the parents didn't address that early on. If you want attention and the only way you know how to get it is by negative attention then it's going to keep popping up, even when you smack the in the mouth.
