You can have the cops called on you for suspicious behavior at any time. God forbid you misunderstand an order or react naturally.

970 to 980 of those 990 people killed by cops were not "innocent"
And I don't want to live in a country with the number of thugs released to absolutely insure no one innocent is killed

Aren't you skipping a few steps? Are any of these suspects who were killed by police on the streets fighting, armed, or resisting arrest? If so, what number of those killed by police actions would fall into that category, as a percentage? Just a rough guess.
