The hold that Spillman used, known as a lateral vascular neck restraint, is typically a last resort, given the potential to restrict airflow, Gilbertson said.

The grand jury actually refused to indict them and that only will encourage more cops to persist in this behavior that gets people killed.
They're not the military and they need to be held accountable for acting like they are just that.

You just don't understand how hard their job is. It's almost impossible to arrest people without killing them these days. That could be because the average cop IQ now hovers in the golf score range.

That doesnt mean much. For all we know the DA played the Lion King for the grand jury then asked if there was enough to indict. Because the grand jury is secret no one would know the difference.
DA's dont have a requirement to show all or any evidence, just what they want to.
In other words it was probably predetermined these guys wouldnt get indicted.

I've worked with dozens of police departments and they are all chock full of violent retards. From major metro areas to rural towns and counties. There are far more cops that live for violent conflict and shootouts than people know.
It's interesting to hear what these types say when they think they are in like minded company. Hard to hold back the puke sometimes.

The state actually refuses to hire smart cops with high IQs. Can't have their enforcement arm asking questions and taking due diligence and necessary care.
