Meet Sergei Dybynyn, a Ukrainian Nationalist & member of Pravy Sektor, a Neo-Fascist/Neo-Nazi group that operates much like & coordinates with the AZOV Battalion. He received a medal from Poroshenko for his "destructive" activities in the Donbas region & has multiple warrants for his arrest issued by the Luhansk People's Republic.
You'll see him pictured with Ruslan Smeshuk in Donetsk in 2014, the 2 of them showing off their medals, & each in different spots...at the US Capitol on January 6th, 2021. You might happen to recognize another fake...I mean, face with the horns just above it.
So, you'll be completely out of ammo & shooting blanks as soon as you begin what's sure to be a futile, Celtic Mutt-like attempt to say this guy is neither a UA soldier, nor decorated.

"to whom shall be handed, as they are opened by the President of the Senate" is the some of the more problematic phraseology in the act.
Your claim that "there is nothing in the Constitution that allows for that" is as true as the claim there is nothing in the Constitution allowing for the ECA itself. However, as the ECA was operational law on J6, so was the ambiguity in it.
IAW the ECA of 1887, certificates can only be presented to the tellers after they are opened by the POTS (VPOTUS). There was no technical requirement for the POTS to open envelopes containing them.
Unfortunately, TDS prevented Dems and RINO's alike from presenting the nuance to Americans and ADMITTING Trump was technically right, but then outlining why they would not abide his requests. Instead, they claimed he was crazy.
That was, of course, a baldfaced lie. There was a loophole, and millions of Americans recognized it. Given that reality, Democrat/MSM lies weren't just isolated lies. They were lies designed to inflame and instigate actions which could then be miscategorized as "an insurrection."
As evidence of the lies, Congress passed the "Electoral Count Reform and Presidential Transition Improvement Act of 2022" to close loopholes which the lying MSM, lying Dems, and lying RINOs claimed never existed in the first place.
