Democrat Congressman Bennie Thompson, Chairman of the Committee on Homeland Security, says that Democrats have historically supported border barriers and are not ruling out supporting border barriers

Rumor is that the WH has the votes in the Senate to move Trump's proposal to the House. There are a lot of moderate and newly elected Ds in the House that might not be willing to sink reelection chances to support Nancy. Regardless of what Dems are saying today, the Trump proposal has put them in a corner.

Has Hillary not taught pelosi on how to take care of these no-line-toers yet?

I don't know if its assured to get through the Senate or not, or if its remotely viable in the House. I have my doubts.
But the fact that Speaker Pelosi and the DNC came out so quickly before the President's actual announcement tells me that they are at least worried about it.

Is there a rule similar to the "Biden Rule" that I'm unaware except that it says that the House won't bring legislation up for a vote if it's NOT an election year?

Dems are getting slaughtered in polling among moderates and independents, they can’t ignore this forever. Yet if they give Trump his signature campaign promise it will be a huge L. Trump has played this masterfully!

Fixed.

Timing is important here. Another payday approaching, new month with mortgages/bills due, ethics guidelines just being released preventing fed workers of taking advantage of some gifts/incentives currently being offered to furloughed workers...it’s snowballing.

I have a feeling he will be chairman longer than Pelosi will be Speaker.

Majority of the majority rule?
the Speaker will not allow a floor vote on a bill unless a majority of the majority party supports the bill.
