But its not affliated with the Black Lives Matter Movement

Sounds like he wanted to bring about positive change but didn’t need funds to do so.

Leaders in communities need to bring local LEOs and citizens together in civic/community centers to have open and honest discussion about policies and procedures. Meetings like that can create trust between citizens and their officers and build a positive relationship between the two. We really should be starting that out young, having officers positively interact with kids in schools as well.

But that makes sense and the terrorist organizations out in the streets with the loudest voices don’t want that.
