Don't know about other states, but Texas typically doesn't even list the party affiliation when running for office. Particularly higher office like Mayor, Comptroller etc.

Why the flip would a Democrat even need to cheat along the border? Even in a non-partisan race, all you need to do is make it clear you actually are a registered Democrat.

My uncle (democrat) lives in Edinburg, I was down there about a month ago for a visit. He told me that their officials are the most corrupt anywhere. Said they have a mayor, sheriff, judge, city council member, or public official of some kind arrested every month or two.
I guess corruption is just part of the mexican (and democrat) culture.
