Just who is this "source"? How can anyone, other than the feds, legally possess and carry submachine guns in New York City? I call BS on this one.

I presume they meant the counterterrorism units that carry this, and just don't know what a "submachine gun" actually is:

I have a buddy who is a Sheriff's Deputy in CA. He and his wife used to go to NY every December. He would bring his service weapon with him. NY law only allows for a 10 rd mag even for LEO. He said it was amazing that NY had worse gun laws than CA. He had to keep a few 10 RD mags on hand for his trip every year.

It’s the “elite” buildings. Wouldn’t surprise me if they hired Academi (formerly Xe, formerly Blackwater) and did actually carry submachine guns. Those guys really don’t care about things like laws and rules, because generally they find that they don’t apply to them. Some exceptions noted, of course, such as the conviction of Blackwater operatives in killing Iraqis villagers. But those are guys you seriously don’t want to frick around with. Ive worked with some post-Katrina when they were hired to provide security for FEMA operations. You want them on your side in any “situation”.
