He could increase the cost of some goods with tariffs.
For the record, I don't think it's going to have any real impact on the economy or even the price of good from China. The scale is too large to impact consumers that much.

He signed an omnibus spending bill and a tax cut bill that will create debt for the next generation to grapple with. We are heading towards a trillion dollar deficit in 2019.
