Nobody gets "cashed out." It's an entitlement. Your money already went to someone else to pay their benefits. They just stop levying the tax and you get no benefits.

That's right. Just like you've been forced to contribute federal income tax, state income tax, unemployment tax, property tax (if you own property), ad valorum taxes, and probably a dozen others.
This tax is no different. You don't ever get any of them back, and it's not "your money" once you pay it in taxes.
