he likely knows in general what’s in it and has known all along from Admiral Rogers
But He might have waited until after the sotu address so he could stay focused on the speech he had prepared. Kind of like football players - they aren’t supposed to get distracted on game day.
He probably wouldn’t have been able to NOT mention it if he’d already read it. I think gen kelly wanted to keep him focused on a positive uplifting speech.
Just my 2 cents

Hey dipshit, the memo was only delivered to the White House Monday night. With the SOTU preparation, he hasn't had time to read it. I don't blame him. Do the SOTU and deal with the memo later.

I saw an interview yesterday that said the official process is a 5 day deal for release, and it's expected late weekend or 1st thing Monday morning.
Trump will intentionally stretch this out and get every second of coverage out of man that he can.
