So JBE says Juneteenth is now a state holiday....

...and state workers get half a day off this Friday.
I don’t know which is more stupid...making it a holiday to begin with, or only giving people half a day off for it.

You sure about this? The way the legislation is written doesn't provide any mechanism for the Governor to declare a state holiday on the nearest weekday like they would with Thanksgiving and July 4th.
If they get off a half-day it'll be declared an office closure and not a holiday. That's his discretion but its not a holiday, technically for anyone unless they normally work on Saturday.

John Bel Edwards announced that in honor of Juneteenth becoming a legal holiday in the State of Louisiana, on Friday, June 18, 2021, all state offices will be closed for a half-day.
Beginning in 2022, all state offices will be closed the Friday before that Saturday.
