Singapore is a city of six million people and has very little crime. Remember the American kid in the '90's who got his azz whipped with a salted cane for vandalizing cars?

A more extreme law works better in a homogenous society than it would in a diverse one, whether the law is more permissive or more restrictive. This was why Nordic countries could be more permissive with drugs and prostitution without having high rates of violent crimes until boatloads of Middle Eastern and North African Muslim military-aged males began pouring into them.
