Thise saying its the same as a satelite well not really. Sats can only take pics when the Sat is making its orbit which is not at same position each time around earth. A balloon can loiter and being closer can take more and clearer pics. Can see more activity over time than a Sat.

I don't think so. not one powerful enough to do much of anything.
the EMPs that we're concerned with are only generated because of that pesky nuclear blast. not by some EMP machine like oceans 11. so unless it has a nuclear warhead in it... and even then it's definitely not in the right spot or right altitude to incur maximum damage.. it would not hinder our response in any way. it would only guarantee retaliation.
but the fact that it PROBABLY doesn't have a EMP in it is not exactly a good reason to NOT shoot it down.
also... are those solar panels in the picture? why are they on the bottom? it has to have navigation and propulsion? it didn't fly that route by chance, right? blow that shite out of the sky. it's not a cute science project.
