Of course they should. And we should count anyone that is on vacation in the USA as well. After all what happens here affects them too. And while we are at it, if the truth be told, we should also count anyone that wants to come to the USA, because they might at some time in the future.

Crazy how a party that is sooooo concerned about foreign meddling in elections can out right advocate for allowing foreign meddling (citizens of foreign countries that illegally immigrate here determinging the number of state reps as well as actually voting)!!!!
