Hawaii has always had the highest COLA for Fedgov. Alaska was #2.
Hawaii is about as expensive as rural Alaska. This is pretty huge.
ETA: I wouldn't have been able to live in rural Alaska with this kind of COLA cut, not without my wife also working.

I have relatives who used to live out there. They had a townhouse in a rural neighborhood that was ~1,000 sq/ft and was 750k when they bought it. Didn’t even have A/C. They had to get an split unit installed in the living room.
