serious question - is there any way trump can remove rohm emanuel ?

if trump declares chicago as a national disaster area (i think we all can agree it could be called that) can he impose martial law there and have the national guard restore order there until they can hold a new election to replace emanual and the rest of the crooked politicians overseeing this genocide? 
i am amazed the citizens there havent already recalled emanual or assassinated him or something to stop the utter slaughter going on there so are the crooks so much in control the citizens cant even get him out of office?

Let the locals vote him out. Only thing Trump should do is remove all Federal aid and ensure that Chicago doesn’t violate federal law.

The sad thing is that Chicago is an awesome city to visit. One of the most fun places I've visited. I stayed mostly in the River North district, which is very very different from the area of Chicago we're talking about.
When we drove to South Bend for a Notre Dame game, we passed by some of the shadier parts. There is a clear difference and some of what I saw looked like a war zone.
