Can you imagine how much it would cost just to handle the logistics and implement the payout correctly? The amount of money, data, staff, etc.

I remember the buy a home get $7500- but if you lose (short sale) because you have to move out of State for employment, you pay it back. So it was a freebie for moochers but stupid in the end.
