Stupid. Pressured by Ryan after a threat of ethics violations for asking a staff member if she would be interested in $5 million for being a surrogate mother for a child for he and his wife who couldn't conceive.

I met representative Franks briefly when I was in grammar school and he and his brother flew to New Orleans to entice my brother to invest in an Australian oil venture.
My brother declined and the venture ultimately failed but he still recalls Franks as a solid upfront and stand up man.
