It's obvious he didn't have the intent to injure anyone because if he did he could have easily taken out numerous people

Which appears to be what he was doing, getting the hell out of Dodge, but then he slowed to a crawl and veered to the left to keep from running over someone. And boom, his worst fears came to fruition as the crowd charged. He's sitting on a small nuke explosion with that load of fuel.
