Honestly, it probably makes the discussion and policy a little easier to talk about. There likely should be some kind of connection to ancestors being enslaved for slavery reparations. Otherwise, we're trying to figure out "who counts as Black," which is problematic and reinforces white supremacist ideas. This particular issue is debated by scholars and policymakers who are trying to figure out what reparations might look like. But, hey, I guess I shouldn't expect you to understand those nuances.
