No boots on the ground for the Syrian or Libyan regime changes. They used jihadist terrorist. Trump shook hands with the new Syrian leader. Ok.
According to the constitution only congress has the power to declare war, not the president.
However, there are what is called the emergency war powers, and what Trump did was abuse them by claiming this was a decision that had to be made so fast that congress could not vote on it, aka an emergency. In reality, no such emergency existed and congress could have voted.
Thus Trump is engaging in war without the authorization of congress.
