Total BS. Heck we've done this at our little government building 3-4 times just in the time I have been here. Pretty much anytime we remodel we soundproof the rooms in the upper management. The DOI building has a soundproof room that was installed years ago. It's crazy to think that the EPA doesn't have a private soundproof area. If they go after him for this one then they will have to go after hundreds of others.
