I'm not 100% sure but I believe there has to be just cause to revoke or downgrade someones security clearance.
Lying to the FISA court and monetizing your security clearance seems like a just cause.

There is almost zero oversight by any branch of government concerning the intelligence establishment. None of us actually know what these people are doing on a daily basis. I have zero problem with Rand Paul and Trump working together to try and eliminate people abusing clearances that are no longer needed once they're in the private sector.
