They were about to crash.

New York, Illinois and Cali just got bailed out.

The nerd wallet level debtor/donor state studies will just happen to leave out 2020-21 just like 2009-10.

$350 BILLION to states and cities
$150 BILLION to "schools" that are already flush with so much cash they have no idea what to do with the money except give themselves bonuses and pay raises while they still are not doing they jobs teaching

"Certain" states have a much harder time during a downturn as far as UE, TANF, & SNAP go.

Just look at the most recent UE by state.

Anyway, this was the same case for 2009-12.

Debtor/donor state studies, which use shitty assumptions in the first place, seem to not use data for these years. That's if they even provide the data to the reader.
