How about hold it in the Senate ( up to capacity) and simulcast to House of Reps?

If Dem Reps don’t attend, so what?

Traditionally it's been held in the HOR but I don't think there's anything stopping him from giving it in the Senate chamber. He must deliver it to Congress, so holding it elsewhere would not be legal.

Does anything say he cannot give it to Congress in writing and then to the rest of the Country via TV?

Can't say. Traditions are being bashed left and right by this administration.

Lots of legal questions need to be answered in lots of areas. Trump is a whirlwind who's difficult to keep up with.

I don't know where it says that he must deliver it TO Congress, but it doesn't say anywhere that he has to deliver it IN Congress. Heck, he could just send it out in written form and be done with it as it was done earlier in the history of the country.

Traditionally, the message has been given in the HOR by invitation from the Speaker of the House. However, this is not law. The Senate Majority Leader could also invite the President to deliver the SOTU in the Senate Chamber.
