In order to do that, they'd have to completely do away with states as each has its own set of laws and rules of criminal procedure.

I don't disagree but I honestly wonder who those Federal Police will be? The types of people that the left would love to instill as some sort of National Peacekeeping and Ministry of Truth would NEVER even make it a week in a watered down training program. I can only assume that it will be outsourced to immigrants who are granted immediate citizenship and land (taken from those arrested).

Nah. If the officers quit, you declare a federal state of emergency. Declare martial law and send in the national guard and other troops. That would be the route taken if this were the plan.

The NG might be OK at keeping rioters from burning down a courthouse, but they know nothing about policing.

Back in the day, cops didn't respond in the black neighborhoods. The allowed it to be sorted out among themselves. Then cries of racism began to be heard
