Correct. Racial 'redlining' is simple actuarial tables.
Blacks and whites with the same assets and income default at totally different rates. Blacks much higher and therefore greater risk.
Same reason teenagers have higher car insurance rates than 60 year olds. It's discrimination based on math.

I'm curious to know the capital behind this. I don't believe for a second BoA is funding this themselves.
