Some of the dumbasses are maskless while emptying the Target.

On a more serious note, it appears there are far more people outside the police station, that has most all of it's windows shattered, than there are cleaning out the Target. All the cops are busy so it's like a candy store for a certain segment of society.

Target is one of 4 stores that has been looted. The liquor store was last night and a tavern and smoke shop have also been looted.
