They know that Biden is not performing well in the Philly suburbs, and that black turnout will be low and not-insignificant percentage will break for Trump.
They would not be doing this unless Biden's campaign leaders knew he was running behind in PA.

The internals didn't indicate a possible loss for Hillary in PA until a couple of weeks before the election.
They knew about it a week or more ago in the Biden camp. Obama will be helpful down ballot for them.

I don't know. Some recent numbers I saw showed a fairly significant net increase in Dem registration Philadelphia Co. and the surrounding Co.
That said, Western PA, including Allegheny Co. (Pittsburgh) is trending very much red. If Trump can do even slightly better in the Lehigh valley and close the D/R gap even just 3%-4% in Allegheney Co., then I don't think Philly metro will be able to over come it.
