The aim of this is to basically end Presidential calls with foreign leaders.
Of course, the rules will change when/if a Democrat President gets in - it will go back to "normal".

If Biden didn't do anything wrong than investigation should clear his name, right? If Ukraine or China simply said "there is nothing to report, nothing happened", its all over.

Yep. This causes serious future communication problems because other world leaders will be reluctant to communicate with our President unless in person. Which obviously isn't feasible for the majority of communication those leaders need to be doing. Open lines of communication at all times is paramount, one would think.
