The 18th and 21st Amendments support this statement in theory, but being as Biden wants to shred the Bill of Rights, screw him.

It is embarrassing that Biden is a lawyer, because he expresses himself so VERY poorly.

I THINK he is making reference to the fact that many of the colonies (early states) had limits on firearm ownership and possession. For instance, it was not uncommon to ban traveling in populated areas while armed, and it was not uncommon to ban carrying concealed firearms. Other locations prohibited the storage of LOADED weapons in a place of residence, for safety reasons.
