I'm behind the WSJ pay wall, but even only being able to read the first two paragraphs, I can already tell this is MAGA-related:

Is it more cost effective for a manufacturer to select a new site and build an all new operation, staff it, etc, or just expand an existing location?

I have no expertise in this matter but it does seem that the more centralized with your employees in one place, you put your staff at greater risk of union manipulation. In other words: as they add greater numbers, their leverage increases.
